"With regard to further promote the development of policies and measures for air cargo (draft)"
    
    
In order to meet national economic and trade development of air transport needs of the air cargo industry-wide as the new economic growth point, and take effective measures to support the development of cargo, and achieved good results. In 2008, China has nine all-cargo airlines, all-cargo aircraft and 70, formed a certain scale of the domestic (including Hong Kong, Macao and Taiwan), international freight route network. Industry-wide passenger hybrid and all-cargo aircraft to transport cargo traffic 4.076 million tons, cargo turnover 11.96 billion ton-km. In the ICAO Contracting States scheduled cargo turnover ranking, China has ranked 2. Air Cargo China's economic and social development has made important contributions.
    
    
While affirming the achievements, it should be noted: comprehensive national air cargo freight system, the proportion is low; uncoordinated development of passenger and freight, cargo growth rate lower than the overall passenger traffic; due to the impact of the global financial crisis, all Cargo airline operational difficulties; domestic freight uneven regional development, the contradiction between conspicuous; cargo airlines international competitiveness is not strong, the proportion of carriers on international routes showed a downward trend. Further improve the development level of air cargo is to promote sound and rapid development of civil aviation important task. At present, under the influence of the global financial crisis, the air cargo market, a serious recession, traffic dropped sharply; and the domestic large-scale railway speed, continuous extension of the highway network, as well as the further development of maritime transport; foreign air cargo giant has extended to China's cargo flights. These are on the air cargo development posed a new challenge. On the other hand, economic globalization, regional economic integration is the world's economic development trend will certainly speed up the trade development; the future of a long period of time, China will continue to maintain high economic growth rate, which in turn will provide a new air cargo space for development. In the long run, the global and China's air cargo is still broad prospects for development.
    
    
To seize opportunities, meet challenges, so that the air cargo to better serve national economic and social development services, after investigation and study, is to further promote the development of air cargo made the following policy measures.
    
    
First, the implementation of effective market access policy, and energetically develop the freight market
    
    
(A) continue to encourage all-cargo airlines to establish branch offices, the establishment of freight distribution center. In conformity with the relevant conditions, priority approval of cargo airlines to set up branches, and from the building of storage facilities, flight times, etc. given support. Second, the coordination of national departments, in order to create a favorable environment for air cargo development

Third, vigorously strengthen air cargo information system to improve the level of airline information

9, increase air cargo security investment, improve cargo security regulatory standards to enhance air cargo security standards

(29) Increase pilot work, step by step system for cargo control agents.
